Norton has been active as a continuing legal education lecturer and has authored a number of legal writings, including on criminal justice issues, securities law enforcement, the Americans with Disabilities Act, the Foreign Corrupt Practices Act, environmental law enforcement, trial practice, First Amendment religious liberties law, and prosecutorial ethics.
Norton concentrates in complex civil litigation, including Federal False Claims Act cases, and in estate planning and probate litigation.
From 1988 to 1993, Norton served as United States Attorney for Colorado. He was first appointed to this office by President Ronald Reagan and was then reappointed by President George H.W. Bush. As United States Attorney, Norton headed federal criminal investigations and prosecutions, including of organized crime trafficking in narcotics and dangerous drugs, environmental crimes, financial institution crimes, and securities frauds.
Over the years, Norton has tried more than 300 cases and has appeared in federal and state courts in, among other states, Colorado, Florida, Iowa, Louisiana, Missouri, Texas, Pennsylvania, Washington, and Wyoming.
Before joining TNS Associates in February 2016, Norton was, for 5 years, a litigator with Alliance Defending Freedom, a First Amendment-Religious Liberties non-profit legal organization.
Norton is married to Jane E. Norton who served as Colorado’s 46th Lieutenant Governor and is currently president and CEO of Norton and Associates, LLC, a consulting firm that assists faith-based for profit and non-profit organizations.
